Governement Regulation & Business

Last night in class we had a rather rigorous debate concerning the role of government regulations on businesses. Here is the question that I am left with:

Which arose first, the regulations or the violation of societal standards that called them forth?

my tentative answer: the violation of societal standars. That said, i don't think are really addressed at such behavior, often they are just creating standards or things of that sort, and often when regulations are intended to prevent some sort of behavior, they are miserably conceived. I think you are framing the issue in the wrong way because just as often as not regulations don't really fall in the realm of the government policing industry. But you certainly can't do without them, as much as it pains me.
